Position Description

This position will coordinate with diverse teams within the State Center for Health Statistics (SCHS) to integrate activities across five SCHS programs. This role would efficiently design cross-program data linkages (birth, birth defects, cancer, death, and hospital discharge data), expand population-based analyses, streamline the data use and data dissemination for research process, and support shared analytics and reporting. Example projects include assisting the Birth Defects Monitoring Program (BDMP) with piloting electronic case reports by processing and integrating case report files into the BDMP workflow; and automating vital records data imports into the BDMP database. By aligning program needs with available data systems, this position would make the best use of time and resources, reduce duplication of effort, and deliver long-term value beyond individual projects.

Work in this class involves determination of public health priorities and services with special emphasis on informatics and the research, use, impact, and evaluation of information technology on public health surveillance, surveys, and laboratory systems. Positions in this class may serve as a project lead involved with public health informatics and serve as a subject matter expert on the design and implementation of Information Technology systems integrating public health priorities and other information from a public health program perspective. Work includes providing technical assistance and consultation on public health surveillance and informatics, planning and directing focused studies, and demonstration of projects to strengthen and integrate information systems.

Knowledge, Skills, and Abilities
  • Thorough knowledge of public health informatics theories, principles, concepts, and standards sufficient to develop and coordinate policies and the overall program that will be applied throughout the Department. 

  • Thorough knowledge of public health scientific principles and policies, and comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of one or more important public programs. 

  • Thorough knowledge of necessary informatics infrastructure to develop and maintain surveillance systems plus the principles, methods, materials, practices and procedures applied in public health surveillance systems. 

  • Thorough knowledge of interpersonal relationship skills to establish and maintain effective and diplomatic working relations and secure support and cooperation. 

  • Skills in leadership, planning and organization. 

  • Ability to communicate effectively orally and in writing with Division staff, representatives of local health departments, health care providers, study participants and the media.

Minimum Education and Experience

Master's degree in Health Informatics or related health field from an appropriately accredited institution and one year of related health informatics experience; or

Bachelor's degree in Health Informatics or a related health field from an appropriately accredited institution and three years of epidemiological experience; or an equivalent combination of education and experience.
